New without tags.  This looks like something we made when we were making costumes. 10" Raspberry Fringe skirt with clear iridescent beads and matching flat sequin band.  Laid flat, waist measures 10.5" and stretches to 15". Notice that the beads are either attached by pushing through the sequin band threads or with a safety pin.   Makes a fun dress up item. offc/dnscbnt
