New 5" RED Fringe Skirt with 1/2" inch Red stretch sequin waistband. This is a tiny skirt. Laid flat, the waist measures just 7" and stretches to 10".    The black thread that you see near the bottom of the skirt keeps it neat while in storage or while you're sewing it.  You just pull it off before wearing.
